Senior Engineer QA/QC (HW-07)
ABOUT THE ROLE
UIPA is seeking a rigorous, detail-driven Senior QA/QC Engineer to manage the project's end-to-end quality assurance and quality control framework. As custodian of UIPA's ISO 9001:2015 Quality Management System applied to this project, you will develop and enforce the Project Quality Plan, manage all Inspection and Test Plans (ITPs) across three workstreams, and lead the Non-Conformance management process. You will also oversee all QMS inductions for new team members. This role demands zero-compromise quality standards and the ability to drive a culture of quality from contractor level through to the Owner's Engineer team.
KEY RESPONSIBILITIES
▪ Develop, implement, and maintain the Project Quality Plan (PQP) under UIPA's ISO 9001:2015 framework
▪ Develop, issue, and manage Inspection and Test Plans (ITPs) for all construction activities across all three workstreams
▪ Manage the Non-Conformance Report (NCR) process: raising, classification, corrective action, verification, and closeout
▪ Conduct and coordinate QA/QC site audits, including unannounced audits of contractor activities
▪ Coordinate independent material testing with accredited third-party laboratories
▪ Maintain the project's document control and quality records system under ISO 9001:2015 requirements
▪ Review and approve contractor Quality Management Plans (QMPs) prior to commencement of works
▪ Manage the staff competency register and QMS induction programme for all project team members
▪ Prepare QA/QC sections of monthly and quarterly project reports
▪ Manage the internal and external audit schedule; prepare and present management reviews
MINIMUM REQUIREMENTS
▪ Degree in Civil Engineering, Mechanical Engineering, or related field
▪ ECZ registration or eligibility to register
▪ ISO 9001:2015 Lead Auditor certification (required)
▪ Minimum 10 years post-qualification experience with at least 5 years in a dedicated QA/QC management role on major infrastructure projects
▪ Comprehensive knowledge of ITP development, NCR management, and hold/witness point systems
▪ Experience managing quality on multi-discipline infrastructure projects including civil, mechanical, and electrical works
ADVANTAGEOUS / DESIRABLE
▪ Experience on water infrastructure, treatment plant, or pipeline projects
▪ FIDIC contract administration familiarity from a quality perspective
▪ Root cause analysis and corrective action methodology expertise (e.g., 8D, FMEA)
TECHNOLOGY PROFICIENCY REQUIRED
▪ Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Project)
▪ Experience with construction management/document control platforms (Procore, Aconex, Bentley ProjectWise or equivalent)
▪ Familiarity with GIS platforms (ESRI ArcGIS, QGIS or equivalent)
▪ Comfortable with cloud-based collaboration tools (Microsoft Teams, SharePoint, Google Workspace)
▪ Ability to learn and adapt quickly to new digital project management and reporting tools
▪ Digital QA/QC management platforms (Procore Quality, Aconex QA, or equivalent) — experience required
▪ Non-destructive testing (NDT) equipment understanding: radiographic, ultrasonic, pressure testing
Document management systems with version control and distribution matrix management
